Abstract

The enactment of Law Number 2 of 2024 concerning the Special Region of Jakarta (DKJ) introduces a fundamental shift in the landscape of regional autonomy and intergovernmental relations in Indonesia. This study aims to analyze the reorientation of special authority granted to the Jakarta Provincial Government following its status transition from the National Capital to a National Economic Center and Global City. Utilizing a qualitative approach with a descriptive-analytical method, data were gathered through document analysis of legal regulations, public policy literature, and official government reports. The theoretical framework incorporates concepts of decentralization, asymmetric autonomy, and intergovernmental relations (IGR). The findings reveal that the dynamics of central-local relations in this new era are characterized by a shift from political-administrative dependency toward enhanced economic self-reliance and agglomeration area governance. While special authorities in investment, spatial planning, and transportation offer flexibility for the Jakarta Provincial Government, they also present potential risks of jurisdictional overlaps with the central government and surrounding buffer regions. This study concludes that the effectiveness of Jakarta’s special authority heavily relies on harmonious intergovernmental coordination mechanisms and clear secondary regulations.
